Preheat the oven to 350˚F.
Cream together the butter and the sugars until light and fluffy. Beat in the eggs one at a time until fully combined. Mix in the vanilla.
In a small bowl, dissolve the baking soda in the hot water. Mix into the sugar mixture. Stir in the flour and the salt. Fold in the chocolate chips and butterscotch chips.
Scoop the batter onto an ungreased baking sheet and bake in the preheated oven for 10 minutes, or until the edges are lightly browned.
